Mr E S Nhandara – Director

The Director is the Chief Executive whose office is at the Headquarters Office in Harare, Zimbabwe. He is in charge of the activities of the Council , the Head Office and the ten Provincial Offices. In addition, the Director is responsible for building relationships with other Examinations boards, strategically positioning and steering the Council as a viable organisation offering high stakes examinations to the nation. Membership into associations such as the Southern Africa Association for Educational Assessment (SAAEA), the Association for Educational Assessment in Africa (AEAA), the International Association for Educational Assessment (IAEA) are all key responsibilities of the Director.  The Council being a parastatal engages with the Ministry of Primary and Secondary Education of key policy issues, as well as the board and the Director plays a pivotal role in maintaining good communication and policy implementation at all times.

Mr J C Maramba – Deputy Director (Deputy Chief Executive Officer)

The Deputy Director  supports the Director by line-managing the five substantive Divisions of the Secretariat, chairing numerous administrative and financial committees, and, through delegated authority from the Director, by decision-making.

The Deputy Director  supports the Director  in administering and managing the Council and approximately 315 staff,10 Provincial offices, and the annual budget ; defining policies, strategies, prioritized action planning

Mr V. T Mguni – Assistant Director Examinations Administration

The Assistant Director Examinations Administration heads the division which is in charge of all administrative functions of the examinations; Grade seven (7), Ordinary level and Advanced level. The Reporting structure is such the Assistant Director reports directly to the Deputy Director. The Examinations Administration Division is charged with the responsibilities of carrying out all examination administration activities for the Zimbabwe School Examinations Council. The activities cover the registration of examination centres and candidates for examinations.The department sets examinations, moderates question papers, prints and distributes examination materials. It also conducts and monitors examinations. It is responsible for conducting and supervising the examinations as well as processing, production of results and issuance of certificates. The activities for Examinations Administration Division include the following; Centre Registration​, Candidate Registration,Electronic Candidate Registration System (ECRS), Printing of Examination Question Papers, Distribution of Examination Materials,Monitoring of Examinations,  Production of Examination Materials ,  Queries and Appeals on Examination and  Examination Malpractices.

Mrs T R Marufu – Company Secretary, Legal & Corporate Affairs

The Company Secretary, Legal & Corporate Affairs Division is the Company’s corporate governance divison and takes the lead in ensuring that the Company;

  • conducts its business with all integrity and fairness,
  • is transparent with regard to all transactions,
  • makes all the necessary disclosures and decisions,
  • complies with all the laws of the land,
  • is accountable and responsible towards the stakeholders and commitment to conducting business in an ethical manner.
  • Participating in contract negotiations including those relating to purchase agreements, procurement and financing for company projects.
  • Providing insurance for the extensive investments.

The Division:-

  • Is primarily responsible for and co-ordinates all of Zimsec‘s legal services
  • Ensures 100% legal representation of the Company in court, arbitration;
  • Offers legal advice and opinions;
  • Participates in negotiations, drawing and vetting contracts, PPAs and other conveyance documents;
  • Validates and ensures safe custody of securities.

Mr V Kadenge – Assistant Director Information Systems

The Assistant Director of Information Technology oversees the development, implementation, and use of technology throughout the Council, working closely with all staff to assess and address user needs. Areas of responsibility include the full range of information systems and telecommunications activities, including determining user requirements, recommending practical solutions, and leading firm-wide efforts to improve the effective use of technology. This position reports to the Deputy Director for Operations and supervises all IT Unit employees. Other principal working relationships include the Executive staff, all system users, and vendors and consultants.

Mr J Thabete – Assistant Director Human Resources

The Human Resources Director guides and manages the overall provision of Human Resources services, policies, and programs for the entire Council. The major areas directed are:

  • recruiting and staffing; organizational and space planning;performance management and improvement systems;organization development;employment and compliance to regulatory concerns;employee orientation, development, and training; policy development and documentation;
  • employee relations;company-wide committee facilitation;company employee and community communication; compensation and benefits administration;employee safety, welfare, wellness and health;charitable giving; and employee services and counseling.

The Human Resources Director originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce.

The Human Resources Director coordinates implementation of services, policies, and programs through Human Resources staff; reports to the Deputy Director and serves on the executive management team; and assists and advises company managers about Human Resources issues.

Mrs E C Machingaidze – Assistant Director Test Development & Research

The Assistant Director in charge of TDR & E reports to the Deputy Director . This office superintends a division which consists of 9 Researchers and 25 Learning Area Managers. The department is responsible for developing objective tests of the Grade 7 , Ordinary Level and Advanced Level Examinations. It is also responsible for carrying our relevant research commissioned by any department or Committee of the council. In addition, the department is responsible for the Implementation of the Continuous Assessment Programmes on behalf of the Ministry of Primary and Secondary Education.

Ms Z Muzenda – Assistant Director Finance

The Finance Division has oversight over all the financial resources of the Council. The Assistant Director reports to the Deputy Director and together the two offices ensure that the Council’s financial resources are run according to the approved budget. The Division is divided into Management Accounts and Financial Accounts to better manage the full mandate of the division.
